Context:

 

bioMérieux operates at the intersection of rapidly accelerating innovation cycles, rising geopolitical and regulatory complexity, and growing expectations for diagnostics to deliver measurable value to health systems and public health outcomes. Public & Government Affairs (PGA) is increasingly expected to evolve beyond traditional stakeholder engagement to become a strategic, performance‑driven, innovation‑enabling function, embedded in enterprise decision‑making, launch excellence, and patient‑centered public health strategy. This senior role is created to lead that transformation globally.

 

Role Purpose:

 

The Vice President, PGA Strategy, Innovation & Performance will shape and drive a high‑performing, globally aligned Public & Government Affairs (PGA) function across bioMérieux, future-proofing the organization. The role combines strategic policy leadership, innovation policy expertise, launch excellence, governance, performance management, and capability building to ensure PGA delivers measurable enterprise value, support product innovation and launches and advances patient‑centered public health outcomes.

 

Key Responsibilities:

 

Build Global PGA Capability & Strategic Alignment:

  • Develop a coordinated, high‑performing global PGA community of practice enabling consistent execution of global strategy while addressing regional and local business priorities.
  • Design and deploy a structured PGA capability development program (public affairs literacy, PGA blueprint, stakeholder mapping, policy messaging, advocacy).
  • Create and roll out standardized PGA tools, templates, and guidance supporting regional policy planning and execution.
  • Establish and lead a quarterly Public Health Policy Community of Practice to drive alignment, knowledge sharing, and collaboration.
  • Strengthen internal understanding of PGA impact through structured communications, dashboards, and leadership updates.
  • Lead structured performance reviews of regional PGA plans and execution.

 

Innovation Policy & Strategic Policy Leadership:

  • Monitor, anticipate, and shape policy environments affecting innovation, integrated data solutions, digital health, and health‑system resilience.
  • Translate emerging policy trends into strategic risks and opportunities for portfolio development, pipeline, and access to the market of our solutions.
  • Support priority product and innovation launches through early policy shaping and targeted stakeholder engagement.
  • Lead global innovation policy across the company’s priority areas.
  • Support trade associations ‘ agenda-setting and representation, in collaboration with local teams and global policy.

 

PGA Launch Excellence & Enterprise Integration:

  • Embed PGA as a core pillar of enterprise Launch Excellence.
  • Develop and deploy PGA launch playbooks and tools, including policy risk and policy driver assessments per launch.
  • Ensure full alignment of PGA tools and processes with enterprise launch excellence frameworks across Commercial, Medical, Market Access, and R&D.

 

Patient Engagement & Advocacy:

  • Advance bioMérieux’s commitment to patient‑centered public health by embedding patient perspectives into policy and PGA strategy.
  • Establish mechanisms for regular, bi‑directional engagement between patient groups and internal stakeholders.
  • Integrate patient insights into policy priorities, notably AMR, diagnostics value, and innovative testing models.

 

 

Qualifications:

 

Education & Experience:

  • Master’s degree in Public Policy, Public Health, Life Sciences, Law, or a related discipline.
  • Minimum 10 years of experience in global public affairs, public health policy, or government affairs, including 5–7 years in leadership roles.
  • Demonstrated experience advising senior executives and shaping enterprise‑level strategy.
  • Proven track record designing and delivering policy initiatives with measurable external impact.

 

Knowledge, Skills & Capabilities:

  • Strong understanding of how public policy, evidence generation, and value demonstration shape regulated healthcare markets (experience in in vitro diagnostics is a strong advantage).
  • Enterprise mindset prioritizing long‑term value creation over short‑term or local optimization.
  • High strategic rigor with the ability to structure ambiguity into clear priorities and execution plans. Strong execution discipline, combining pace with quality and consistency.
  • Ability to influence senior leaders across regions and functions without formal authority. High political acuity and ability to operate effectively in complex, multicultural, and multilateral environments.
  • Proactive innovation mindset, anticipating policy and system change.
  • Strong people leadership focused on talent development, accountability, and collaboration.
  • Excellent executive communication skills, including public speaking, high‑level convening, and media engagement.
  • Proven capability to build and lead coalitions across industry, academia, governments, and civil society.
